What Is Debt Counselling? Simple Explaination

Oct 28, 2026 | Debt | 0 comments

Debt counselling is a legal process introduced by the National Credit Act and fully effective from 1 June 2007. It was introduced for South Africans struggling to keep up with debt and identified as over-indebted. A registered debt counsellor reviews your income, spending, and debt, then works with your credit providers to arrange an affordable repayment plan. The National Credit Act protects and regulates it, so it comes with real rules and real safeguards.

If you have ever felt like your debt is running your life instead of the other way around, this guide is for you. We will keep it simple.

What debt counselling actually is

Think of debt counselling as a structured way to ensure you can afford your debt repayments without becoming over-indebted, with a qualified debt counsellor in your corner.

You may also have seen it called “debt review.” That is the name the National Credit Act gives the actual process. Most people call it “Debt counselling” because that’s how they describe the service a registered debt counsellor provides when they take you through it. Same journey, two words. (If you want the full breakdown, see our guide on debt review vs debt counselling.)

The key thing to understand: this isn’t a loan, and it isn’t a way to dodge what you owe. It is a legal process to reorganise your debt so repayments fit your real life. This is how our government wants to support South Africans affected by an underperforming economy and inflation.

How does debt counselling work?

Here is the shape of it, step by step:

  1. You talk to a registered debt counsellor. They look at your full picture: income, expenses, and everything you owe.
  2. They assess whether you are over-indebted. In plain terms, they check whether your income can realistically cover your monthly obligations. (Not sure if that is you? See: am I over-indebted?)
  3. If you qualify, we work out a new repayment plan. It is based on what you can genuinely afford and negotiated with your credit providers.
  4. Your credit report is flagged to prevent further access to credit until you are fully rehabilitated. It also means credit providers generally cannot take further legal action against you while you stick to your plan.
  5. You make one restructured payment. Instead of juggling multiple debits, the payment is distributed to your credit providers on your behalf.
  6. You complete the process and receive a clearance certificate. Once your revised debt is settled, this certificate confirms you have completed the process and are ready to re-enter the credit market.

Every step falls under the National Credit Act. It is formal, regulated, and has a clear beginning and end.

Who is debt counselling for?

It is designed for over-indebted people, meaning their income genuinely cannot stretch to cover what they owe each month. A few signs people often notice:

  • You are using one account to pay another.
  • Your instalments keep creeping past what your income can comfortably cover.
  • Credit providers keep rejecting your applications.
  • Most of your accounts are in arrears.

None of these automatically mean debt counselling is right for you. It depends on your full financial picture, and a registered debt counsellor can assess it with you.

Man Thinking

What debt counselling is not

A quick myth-check, because the confusion is common:

  • It is not a loan. You are not borrowing more money. (That is debt consolidation, which is a different thing.
  • It is not a way to avoid paying. You still repay what you owe, just on terms you can manage.
  • It is not a blacklist. It is a recognised legal process with a defined endpoint: a clearance certificate.
  • It is not permanent. Once you have completed it, you are done.

Is debt counselling legit?

Yes. It is a legal process under the National Credit Act, overseen by the National Credit Regulator (NCR). Always check that you are dealing with a registered debt counsellor. Ask for their NCR registration number, and you can verify it directly with the NCR.

Vantage Debt Management is a registered debt counselling firm (NCRDC2599 and NCRDC2955).
